If you get a law, business, medical, dental, or other similar graduate degree, this is considered a professional degree aimed at giving you a career in a competitive economic marketplace. You have to pay full price for such degrees. Crank up the loan machine .... But a Ph.D. in the social sciences, humanities, physical sciences, and natural sciences is considered an educational degree aimed at training students to become professors. Normally, the good universities offer full tuition scholarships to nearly all of their students, plus generous living stipends. All you need to do is study. One hint. Never apply for a terminal Masters degree. Schools interpret this as wanting a profesional degree that will help you with your career in the private marketplace. They will not offer you a scholarship if you do this. Always apply for the Ph.D. program. You can pick up a Masters degree along the way. Some graduate students don't even bother picking it up. The Ph.D. is the only degree that matters. There is one exception to the above rule. If you do not get into a good graduate program, you might think about paying for a Masters degree in a local state college (especially one that does not offer a Ph.D. program). Such programs can be economically very reasonable, and you can use your background in these programs to boost your chances at getting into a great graduate program for the Ph.D.
